Richard Mark Brooks, a former manager at a Doylestown Borough Wendy's, was sentenced Wednesday, Oct. 21, to 11½ to 23 months in the Bucks County Correctional Facility for supplying drugs and alcohol to underage employees and indecently assaulting two 14-year-old workers.
Bucks County District Attorney Joe Khan announced the sentence, which President Judge Raymond McHugh of the Bucks County Court of Common Pleas handed down. As part of the sentence, McHugh designated Brooks, 33, formerly of Freehold, N.J., a Tier I sex offender. Brooks must register as a sex offender for 15 years.
Brooks pleaded guilty in May to possession with intent to deliver a controlled substance, corruption of minors, selling or furnishing alcohol to a minor, distribution of a small amount of marijuana and possession of a controlled substance, according to Central Bucks Now. He also entered no-contest pleas to two counts of indecent assault.
He had originally faced more than 50 charges, according to an earlier Central Bucks Now report on the guilty plea.
The case grew out of a joint investigation by the Plumstead Township Police Department and the Central Bucks Regional Police Department. It began in April 2025 when Plumstead police received a ChildLine report, a state child-abuse hotline tip, alleging that a general manager at a Saladworks on Swamp Road in Plumstead Township was grooming a juvenile employee.
Detectives then uncovered a pattern of similar conduct stretching from 2020 through 2024 at both the Saladworks and a Wendy's on North Main Street in Doylestown Borough, where Brooks had served as general manager, Khan said.
The investigation found that Brooks indecently assaulted two teenage employees at the Wendy's, according to the Bucks County DA's office. He also regularly supplied underage workers with alcoholic beverages, medical marijuana cartridges, nicotine products and his prescription Adderall, Khan said. Brooks gave several minor employees keys to his former Doylestown apartment, encouraging them to use it freely.
Assistant District Attorney Victoria Pollock, who prosecuted the case, read a victim impact statement on behalf of one victim's mother during the sentencing hearing. During arguments, Pollock described Brooks' actions as a "sustained abuse of power, trust, and vulnerability."
The sentence fell in the aggravated range of the applicable sentencing guidelines, according to Patch.
