A 55-year-old Doylestown Township woman faces felony identity theft charges after police say surveillance video caught her using an 88-year-old manicure client's credit card to make a $451 purchase at Costco.

Central Bucks Regional Police charged Filomena Rosa Kohl, of the 1300 block of Pebble Hill Road, with felony identity theft, theft and misdemeanor access device fraud, according to a criminal complaint reported by Central Bucks Now.

The victim, an 88-year-old Doylestown Borough resident, told police she had known Kohl for years as her manicurist. Kohl helped the woman move into a borough apartment in 2025 and continued visiting to help with tasks and spend time together. The woman considered Kohl a friend and gave her a key to the apartment.

Over the following year, the woman began noticing missing cash and other property, according to the complaint.

Police began investigating on April 24 after the woman reported multiple unauthorized transactions on a Citibank Visa card with a $10,000 credit limit. She told investigators the card would sometimes disappear from her apartment and reappear the next day, with statement dates coinciding with Kohl's visits. She said she never authorized Kohl to use the account.

One disputed transaction was a $451.17 purchase on March 30 at the Costco in Montgomery Township. A Costco loss prevention manager located surveillance video showing a woman completing that transaction at 4:26 p.m., police said.

Investigators obtained the video through a search warrant and identified Kohl by comparing the footage with her Pennsylvania driver's license photograph. The cardholder also identified Kohl as the woman in the video, according to the affidavit.

The identity theft charge is a third-degree felony because the card's $10,000 credit limit exceeds the $2,000 threshold under Pennsylvania law that elevates the offense from a misdemeanor.

Kohl is free on $5,000 unsecured bail. A preliminary hearing was scheduled for Monday, Aug. 24, before Magisterial District Judge Mark Douple. The outcome was not available at press time. Kohl has retained Doylestown attorney Thomas Blackburn.

All defendants are presumed innocent until proven guilty.
